Manufacturing Facility Compliance Assessment



This consultant performed a compliance assessment of a manufacturing facility and developed a compliance program. The facility was out of compliance with its air operating permit, and had a major groundwater contamination issue.
This consultant performed a Prevention of Significant Deterioration (PSD) evaluation, then negotiated with state regulatory personnel to develop a new air permit. The new permit required reducing toxic air emissions. This consultant developed several emissions reduction alternatives and made a final recommendation to the facility management. An equipment manufacturer was then contracted to develop and install the emissions control equipment.
This consultant also worked with the facility to bring a groundwater remediation company under control and implement a recovery system for a 30,000 gallon toluene spill. The groundwater remediation company was drilling more monitoring wells than necessary and had billed the facility for $1,000,000 during a 6 month period. This consultant brought an end to the installation of more monitoring wells until said consultant could analyze the spill and the results of the groundwater company. Following the evaluation, state groundwater regulatory personnel were advised of the situation and a voluntary cleanup project was initiated. Only two more wells were installed which were recovery wells. A toluene recovery program was implemented and the groundwater remediation company was dismissed.
