Served as NWS project leader and tropical cyclone consultant to the World Meteorological Organization and the Agency for International Development on eight missions to more than twenty countries worldwide, including India, Bangladesh and Thailand, as well as Central America and the Caribbean. Developed hurricane evacuation plans, performed damage surveys and conducted training workshops around the entire Atlantic-Caribbean hurricane-prone area. Served as the NHC focal point for evaluating hurricane forecast accuracy and error characteristics.
