Was the deputy program manager and technical manager for the Tulsa TERC Program, a $215 million contract, and the CEC Program, a $200 million contract, with the Army Corps of Engineers. As deputy program manger was responsible for the entire program in the absence of the program manager. In addition, daily responsibilities included review of project and program financial results and projections, assignment of project managers, and interaction with the client and representatives of various military installations. Was responsible for negotiation of delivery orders, preparation of cost proposals, submittal of monthly and annual reports, assignment of project managers and staff, and overall responsibility for financial, business, and technical aspects of projects.

Senior Project Manager

Was the senior project manager for remediation at a former pesticide formulation facility for FMC Corporation, Fresno, California. Responsibilities included all aspects of financial and technical management of the project. Technical activities included the following: operation and maintenance of a 150-gpm groundwater treatment system, quarterly groundwater monitoring and reporting, installation of monitoring wells, Phase I SVE design and pilot testing, design of a full-scale SVE system, preparation of a Feasibility Study for off-site groundwater, preparation of a Remedial Action Plan for on-site soils, design of a closure cover system, 3-D contaminant fate and transport modeling of groundwater and the design of a treatment system for off-site groundwater. Successfully negotiated a change in the ROD that significantly reduced remediation costs. Other activities included weekly client interaction with local and corporate environmental staff, assistance in formulating strategies, and negotiation with state regulatory agencies (DTSC and RWQCB).

Project Manager, Garland County Industrial Park and Landfill Superfund Site, EPA Region VI

Was the project manager for this site, which consisted of a landfill and seven adjacent industrial facilities, and had been proposed for inclusion on the NPL. Managed the RI/ FS for the site as well as a risk assessment, expanded site investigation, and an RI for off-site areas suspected of being contaminated. The project included preparation of work plans, health and safety plan, sampling and analysis plan, quality assurance plan, and strategic work plan for the entire site. Made presentations to EPA and held public meetings with local citizens groups. The project included drilling, groundwater, soil, sediment, and surface water sampling for HRS Packages, the RI, and the Risk assessment.

Project Manager, Fort Bliss, TX

The initial phase of this project involved preparation of cost proposals and cost negotiations with the Corp of Engineers. The base had numerous problems with both federal and state environmental regulations. Individual projects included: modification of a RCRA Part B Permit for an ordnance disposal area, investigation of an uncontrolled medical waste landfill, negotiation of a compliance agreement to address unregistered USTs and ASTs in Texas and New Mexico, establishing a new hazardous waste storage facility, operation of the existing hazardous waste storage facility, modification of the RCRA Permit for the existing storage facility to include the new facility, and performing environmental compliance audits for current operating facilities. Work included preparation of work plans, health and safety plans, sampling and analysis plans, preparation of reports, and presentations to state and federal environmental officials.

Project Manager, Temple-Inland Forest Products, Diboll, TX

Provided engineering, hydrologic, and regulatory consulting for a number of RCRA related problems at the facility. These included: review of hydrogeology and recovery system design for a DNAPL recovery system, Part B Permit modifications and Compliance Plan negotiations with the Texas Natural Resources Conservation Commission (TNRCC), Preparation of a RFI Work Plan, and the investigation of an area of soil contamination.

Project Manager, Indefinite Delivery Order contract, Metropolitan Transit Authority (METRO), Houston, TX

Was the proposal manager and made the formal presentation to the selection committee, negotiated the contract rates and terms, and managed the projects. Work performed included a Phase I site assessment, a regulatory compliance review of an operating facility, and a major site investigation of soil and groundwater contamination at an operating facility. This site investigation included drilling, sampling, report preparation, presentations to METRO executives, and negotiation of remediation goals with the TNRCC using the Texas Risk Reduction Rules.

Expert Witness

Provided expert witness services to a law firm representing the DuPont Beaumont Works. Services included meetings with lawyers and clients, assisting with the development of the technical strategy for the defense, preparation of exhibits, and preparation of expert testimony.

Project Manager, Two RCRA Facility Investigations at the White Sands Missile Range, NM

The projects involved the investigation of 74 SWMUs, some of which contained Unexploded Ordnance (UXO). Prepared the bid, negotiated the pricing, schedule, and contract terms. These lump sum projects were completed on time and under budget. Investigative techniques included: soil borings, monitor well installation, surface geophysics, soil gas surveys, and sediment and sludge sampling. Project reports included: Project Management Plan, QA/QC Plan, Health and Safety Plan, two RCRA Facility Investigation (RFI) Reports, and two Groundwater Assessment reports. Presented conclusions and recommendations to the client, personnel from the USACE, Huntsville and Tulsa Districts, EPA Region VI, and State of New Mexico regulators. Assisted client in the negotiation of RCRA Corrective Measures Studies and remediation goals with EPA Region VI and NMED. Initiated a groundwater remediation of a diesel fuel and chlorinated solvent plume using a Rapid Response Contract. The total value of this lump sum project exceeded $2,500,000.

Project Manager, DuPont Beaumont Works, Beaumont, TX

Managed the investigation of off-site groundwater contamination from chlorinated solvents. The project included the installation of groundwater monitoring wells, sampling of soil and groundwater, characterization of the hydrologic conditions, mapping of the contaminant plume, groundwater modeling, and report preparation. In addition, participated in conferences with clients outside legal council and prepared exhibits and documentation for expert witness testimony.

Project Manager, Groundwater Remedial Design Project, Geneva Superfund Site, Houston, for the Texas Water Commission

Responsibilities included cost estimates, contract negotiations, and technical and financial management. The project included design and placement of recovery wells, design of the groundwater recovery system, groundwater modeling, design of the groundwater treatment system, preparation of technical specifications and bid packages, and meetings with the lead agencies, the Texas Water Commission (TNRCC) and EPA Region VI. Management of the oversight portion of the groundwater Remedial Action for this project.

Project Manager, RCRA Facility Investigation, Star Refinery, Port Arthur, TX

The project involved the installation of 200 monitoring wells, soil and groundwater sampling, analysis of samples, preparation of groundwater assessment report, assessment of RCRA corrective measures, and preparation of the RFI Report.

Project Manager, UST Investigations and Site Remediation, Southland Corporation

Was the project manager for six underground storage tank projects in Texas and Arkansas. The work involved site assessments, soil and groundwater sampling, report preparation, submittals to state agencies, meetings with state regulators, site remediation of both soils and groundwater, financial and technical management.

Project Director, UST Projects, Chevron

Was responsible for program quality, business development, client interface, establishing policies consistent with client requirements, report and proposal review. The work included investigations, and soil and groundwater remediation. Task Manager, RCRA Corrective Measures, PPG Industries, Lake Charles, LA

Task manager for the development and use of horizontal drilling and recovery techniques for remediation of DNAPL contamination. Work included researching recovery methods for DNAPL, evaluating the potential effectiveness of horizontal recovery wells, input to computer modeling methods for application to recovery from horizontal wells, technical presentations to client, and preparation of a work plan for submittal to the LaDEQ.

Project Manager, Hydrocarbon Contamination, Leaking Petroleum Storage Tank (LPST) Program, Texas Water Commission

Project manager for the investigation of hydrocarbon contamination in five areas of the town of Anson, TX. The project included drilling and monitoring well installation, soil and groundwater sampling, identification of hydrocarbon plumes, groundwater modeling, and the preparation of reports. Other activities included presentations to TWC staff and officials, and conducting public meetings.

Site Investigation for Chemical Waste Landfill Permit for CECOS International Facility, Niagara Falls, NY

This project included subsurface geology, characterization of the site hydrogeologic setting, installation of groundwater monitoring wells, pumping test and analysis, client meetings, meetings with clients outside council, and preparation of expert witness testimony.

Project Coordinator for Site Investigation of Soil Contamination and Remediation Project for Stauffer Chemical Plant, Axis, AL

The project included meetings with the client, drilling, installation of groundwater monitoring wells, soil and groundwater sampling, and preparation of reports.

Groundwater and Natural Resource Consultant to the Nature Conservancy; Numerous Projects in Eastern and Southeastern United States

These projects included evaluation of the oil, gas and mineral potential of properties donated to the Nature Conservancy, and potential environmental liabilities associated with past oil and gas production and mining activities on these properties.

Nuclear, Seismological and Earthquake Engineering Project Experience

Wolsong Nuclear Power Plant, Korea

Was sent to Korea to assess the capability of a fault located within 1.5 km of the site of four existing nuclear power units and two units proposed for the Shin Wolsong Nuclear Power Plant Project. Determined that the fault is capable based on Nuclear Regulatory Commission Guidance. Suggested various actions to assess the impact of both fault offset and the generation of a significant near-field earthquake. A Korean engineering firm conducted the assessment.

Nuclear Power Projects, Southeastern US

Provided geological, seismological, and faulting services for five nuclear power facilities in the southeast US. These are the Shearron Harris, Lee, Summers, Vogtle, and Levy sites.

Lone Star Pipeline, TX

Was the technical manager and lead investigator for an earthquake assessment for the conversion of the Longhorn Pipeline. The Lone Star Pipeline transported crude oil from New Mexico and west Texas to Houston and was being converted to a product pipeline that will move gasoline from Houston, through El Paso, and eventually to California. Permitting required an analysis of risk for both earthquakes and surface faulting. The work included development of an earthquake history for Texas and surrounding states, seismic zonation and development of seismic zones and tectonic provinces, determination of the maximum credible earthquake, and calculating maximum ground accelerations to be expected from the maximum creditable earthquake in each tectonic region. Analyzed the seismic risk for various tectonic provinces in Texas and New Mexico. Assessed the risk associated with aseismic growth faults in the coastal plain, analyzed the potential for capable faults within the Balcones Fault System, and analyzed seismicity and faulting potential in the somewhat tectonically active area of the Rio Grande Rift.

Purity Oil Sales Site, CA

Established seismic design criteria, including determination of a maximum creditable earthquake and expected ground motion for a landfill cap design for the Purity Oil Sales Superfund site, Fresno, California.

CECOS International, NY

Conducted a site investigation for chemical waste landfill permit for CECOS International facility in Niagara Falls, New York. This project included subsurface geology, characterization of the site hydrogeologic setting, installation of groundwater monitoring wells, pumping test and analysis, seismicity analysis and evaluation for potential Holocene faulting, client meetings, meetings with clients outside council, and preparation of expert witness testimony.

BFI Landfill, NT

Conducted a capable fault investigation for an industrial waste disposal facility in western New York. The New York Department of Environmental Quality and local environmental groups claimed there was evidence that a fault existed beneath the site and the fault offset glacial sediments of Late Wisconsin Age. Detailed analysis of both the stratigraphy and local geology proved that the long linear subsurface feature was, in fact, a buried glacial valley and that there was no offset on either side of the valley. Irregularities in the glacial stratigraphy were related to depositional factors.

Savannah River Plant, SC

Had technical responsibility and was the lead scientist for geological and seismological evaluations for nuclear processing facilities, including the Defense Waste Processing Facility, at the Savannah River Plant, SC. Work included regional and site geology, regional and local seismological investigations, analysis of ground motion from historical earthquakes, development of seismic design criteria, and evaluation of post-Cretaceous faults in the Atlantic Coastal Plain. Supervised all site geotechnical work, including drilling, soil sampling, rock coring, pressure testing, and well installation. This included supervision of a field crew of 30 engineers and scientists and all subcontractors. Prepared the geology and seismology portions of the Preliminary Safety Analysis Report (PSAR), and made presentations to clients (DuPont and DOE) and the Nuclear Regulatory Commission.

Chashma NPP, Pakistan

Performed the geological and seismological investigations for the Chashma Nuclear Power Plant, Pakistan. This work included development of an historical earthquake list, investigations of recent (capable) faulting along the margins of the Indus Basin, and regional and local seismological investigations. Other aspects of the work included relocation studies of local earthquakes, assessment of liquifaction potential, development of seismic design criteria, and preparation of the geology and seismology sections of the Preliminary Safety Analysis Report (PSAR). Directed meetings with clients and made presentations to the Pakistan Atomic Energy Commission and the International Atomic Energy Agency.

Radwaste Site Selection, U.S.

Assessment of geological, seismological, and hydrogeological site selection factors for high level radioactive waste disposal sites and development of conceptual geologic and hydrogeologic models for candidate repository areas. Work resulted in selection of Waste Isolation Pilot Project (WIPP) site, Carlsbad, NM.

Recycle Plutonium Fuels Plant, SC

Performed geological and seismological investigations for a proposed plutonium fuels plant in Anderson, SC. The work included regional geological and seismological investigations, establishment of seismic design criteria, and analysis of LANDSAT imagery. Supervised all site geotechnical work, including drilling, soil sampling, rock coring, pressure testing, and well installation. Prepared the geology and seismology portions of the Preliminary Safety Analysis Report and was responsible for all geoscience related aspects of plant licensing. Made presentations to the Nuclear Regulatory Commission at licensing hearings.

ENEL VI NPP, Italy

Performed the site geologic analysis, including structure and stratigraphy for the ENEL VI nuclear power plant, Tarquinia, Italy. The work was done in an effort to assess the presence of solution cavities in bedded gypsum and gypsiferous clay and analyze their potential adverse affects. Part of the work included conducting a finite element analysis of solution cavities to assess there behavior during the maximum credible earthquake. The results of the analysis indicated the potential for subsurface failure and it was recommended that the site be abandoned.

Fifth Steel Works, Italy

Performed the geological and seismological analysis for the 5th Steel Works, Gioia Tauro, Italy. This work included analysis of recent and historic earthquakes, including the Messina Earthquake of 1908, analysis of Holocene faulting along the southwest coast of Italy, and the identification of earthquake induced landslides in southern Italy. Prepared reports of the investigations and made technical presentations to the client.

Ko-Ri NPP, Units 3, 4, 5, and 6, Korea

Either performed or supervised the geological and seismological investigations for Units 3, 4, 5, and 6, Ko-Ri Nuclear Power Complex, Pusan, Korea. This work included regional and site investigations, analysis of seismicity, and development of seismic design criteria and investigations of capable faulting. Supervised the preparation of the Preliminary Safety Analysis Reports and made presentations to the Korean Electric Company, Korean Atomic Energy Commission, and the International Atomic Energy Agency.

Ko-Ri NPP, Unit 2, Korea

While excavating for the foundations for the reactor and turbine buildings a fault was detected in the turbine building excavation for Unit 2. Unit 1, adjacent Unit 2, was in start-up. Performed detailed geologic mapping of the excavations (1 inch=10 feet) and identified several faults and igneous intrusions present in the excavations. One fault, however, cut all other faults and intrusions. It was the youngest feature and extended beneath Unit 1. The fault appeared to be capable according to definitions of both the NRC and IAEA. Identified the presence of undeformed zeolite mineral pods within the fault zone. Radiometric dates (6 samples) returned ages of approximately 1.2 million years before present. This information indicated that the faults were not capable and work proceeded with Unit 2.

Caspian Coast, Iran

Was a member of a team performing geological and seismological analysis for site selection and site investigations for power plants along the Caspian Sea, from Rasht to Gorgan. The work included geologic mapping, analysis of fault capability, seismic zonation studies, and analysis of results from a ten unit microseismic network.

Kyrsko NPP, Croatia (former Yugoslavia)

As a consultant to Westinghouse Power Systems Division, performed a geological, seismological and seismic design review for the Kyrsko Nuclear Power Plant, Yugoslavia (Croatia). The project included literature reviews, review of earthquake history, and review of the basis for selection of the design earthquake and the assessment of the peak ground acceleration for the foundation design. Participated in design review meetings with Westinghouse, the IAEA, seismologists from the University of Skopje, and officials of the Yugoslav Power Agency.

Kaiserhaust NPP, Switzerland

As a consultant to Westinghouse Power Systems Division, performed a geological, seismological and seismic design review for the Kaiserhaust Nuclear Power Plant, Switzerland. The project included literature reviews, review of earthquake history, and review of the basis for selection of the design earthquake and the assessment of the peak ground acceleration for the foundation design.

Tyrone Energy Park NPP, WI

Performed all site related work, including site stratigraphic analysis, drilling and subsurface sampling and testing, regional seismic analysis, seismotectonic analysis, establishment of the seismic design criteria for the foundation design and was responsible for all geoscience related licensing requirements and presentation of licensing amendments to the Nuclear Regulatory Commission.

Conducted regional power plant site selection projects in Oklahoma, Spain, and Korea. Performed detailed seismic design reviews for Veterans Administration hospitals in southeastern US and Puerto Rico, the Islote NPP, Puerto Rico, Valdecaballeros and Regadola NPPs, Spain, and a capable faulting study for the Knolls Atomic Power Laboratory (KAPL), New York.
