This consultant also developed the first NRC approved SAFSTOR Security Plan addressing security requirements for the storage of commercial spent nuclear fuel (no regulations or guidance relating to this specific topic were in existence at the time this plan was developed).  Subsequently, the NRC used this plan in creating licensee guidance (NUREG - 1497) for use in the development of spent fuel storage security programs at decommissioned power reactor sites, Independent Spent Fuel Storage Installations (ISFSI) and Monitored Retrievable Storage Installations (MRS).
This expert developed first Post 9/11 NRC approved security plan for a new site (Uranium Enrichment Facility), developed a new comprehensive security program (including FFD & AA embedded programs) for a decommissioned power reactor site that continues to store spent nuclear fuel. Also developed a Risk and Vulnerability Assessment Process (RVAP) to meet Federal Energy Regulatory Commission (FERC) requirements related to the security of FERC licensed hydro-power facilities; and provided assessment services to numerous hydro-power owners/operators.
This associate applied the RVAP to large geothermal power production facilities, analyzed and verified that planned Security upgrades would bring the Honolulu International Airport into compliance with Federal Regulations, developed and managed major segments of the first Regional Transit Police organization in the Western United States, and  was a detective Bureau Commander for a medium sized California Police Department.
This expert also managed nuclear security organization that successfully countered the largest anti-nuclear demonstrations in the United States.
