The startup of two new gaseous distribution systems was stalled at a new green field high tech plant.  Due to unresolved process questions, fifteen engineers, representing several divisions from safety through quality assurance, startup, construction and operations were at a six week long stalemate.  The expert was asked to take over and head the meeting.  Within fifteen minutes, the stalemate was identified, the affected engineers were consulted, and a consensus to move forward was reached.  Within two hours of that consensus, both new gaseous distribution systems underwent startup, and subsequently operated successfully through plant production.
